Remote Participation
Beginning in 2026, Senate Bill 707 requires California cities the size of San Rafael to provide remote participation options for regular City Council meetings.
Residents can:

Provide public comment remotely.
Participate without traveling to City Hall.

Strategic Plan
The City Council's Strategic Plan establishes San Rafael's long term priorities and guides the work of the organization. Every year, the Council reviews progress and updates implementation priorities to reflect changing community needs.

Annual Work Plan
Each year, the City Council adopts a work plan that identifies the projects, initiatives, and performance measures staff will focus on during the coming fiscal year. The FY 2026 through 2027 Work Plan was presented as part of the Strategic Plan implementation update and performance metrics agenda item.
